PLETs (e-scooters)

Every PLET (personal light electric transporter), such as an electric scooter, must be registered before it is ridden on a road in Gibraltar. You register it online, on the PLET Registration website.

Register a PLET

Who must register

The owner of a PLET must make sure it is registered before anyone rides it on a road. This applies to every PLET ridden in Gibraltar, whoever owns it. Riding an unregistered PLET has been an offence since 1 October 2026.

What counts as a PLET

Under the Personal Light Electric Transporters Act 2023, a PLET is a device that:

  • has one or more wheels and a handlebar
  • is powered only by an electric motor of no more than 1,000 watts (1,400 watts for a self-balancing device, if at least 60% of the power is used for balancing)
  • has a speed limiter that stops it going faster than 25 km/h
  • is designed to carry one person
  • can be stopped effectively, by brakes, gears or motor control

Motorised wheelchairs, bicycles and toys are not PLETs. A device that does not meet all of these cannot be registered as a PLET, and a registration can be cancelled if the PLET is later found not to meet them.

What you need to register

  • your name and email address
  • the make and model of the PLET
  • a clear photo of the PLET's identification plate
  • for each person who will ride it (up to 3): their name and email address, their passport, Gibraltar ID card or Spanish DNI number, photos of the front and back of that document, and a proof of address
  • insurance papers and a DGT certificate, if you have them (both optional)

Photos and documents can be PDF, JPG or PNG, up to 10 MB each. To see your registration later, choose My Account on the website and enter your ID or passport number.

Once your PLET is registered

  • A registration lasts one year. Renew it before it runs out.
  • Display the registration mark on your PLET. Do not cover, alter or damage it.
  • Report any change through the website within 14 days: a new owner, a new address or a change to the PLET.
  • If you sell your PLET, tell us within 14 days. The new owner must apply for a new registration, or a transfer, within 28 days.

Riding rules

When you ride a PLET you must:

  • be at least 17
  • wear a helmet that fits properly and is fastened: a cycle helmet to standard EN 1078, or a full-face, open-face, motocross or modular helmet
  • not go faster than 25 km/h
  • not carry a passenger or tow anyone or anything
  • stand while riding, unless the PLET is built with a seat
  • not modify the PLET or tamper with its speed limiter (a basket, bag, bell, horn or lamp may be added)
  • stop when a police officer asks you to, and give your correct name and address

Fines and seizure

  • Riding an unregistered PLET: £300 fixed penalty.
  • Not displaying the registration mark, or covering, altering or damaging it: £200 fixed penalty.
  • Not reporting a change: £100 fixed penalty.

Breaking the riding rules can also lead to a fixed penalty.

The police can remove and keep a PLET that is not registered, is ridden faster than 25 km/h, does not meet the definition of a PLET or has had its speed limiter tampered with. It is returned once you show that it is registered, or that it meets the rules again, and pay the removal and storage charges. A PLET that is not claimed within 28 days can be disposed of.
