PLOT OF LAND ADJACENT TO DEVIL’S TOWER ROAD CAR PARK EXPRESSION OF INTEREST
Her Majesty’s Government of Gibraltar (HM GoG) invites expressions of interest from developers, investors or organizations interested in developing the land area situated to the west of the Devil’s Tower Road multi-story car park (outlined in red for indicative purposes only). Any proposal must incorporate the Gibraltar College of Further Education (“the College”). This could be achieved (subject to planning, engineering, etc) by constructing 1 ½ additional stories to the Devil’s Tower Road multi-story car park (outlined in yellow for indicative purposes only).
Two options are required to be submitted. Option 1 is to include the relocation of The Cross of Sacrifice which is to be moved separately to this proposal. Option 2 is to retain The Cross of Sacrifice but to reduce the amount of garden area within the site. Proposals are welcomed on these two options.
Applicants must incorporate within their proposals the requirements of the College. It is envisaged that the new structures to accommodate the College and the separate development over the plot of land will provide interconnecting buildings (although this is not a requirement) with a Net Internal Floor Area for the College of approximately 2,800 - 3,000 m2. Government will consider any development which is in keeping with the area. The successful applicant must obtain full planning consent independently to this EOI process.
Applicants are reminded that any proposals will be subject to the height requirements of the Civil Aviation Director and that Devil’s Tower Road will become the main arterial road to the airport and to Spain once the tunnel under the runway has been completed. This means that the western entry and exit point from the car park needs to be incorporated into any proposed development.

Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any concepts including preliminary layout plans and sketches.
They should also state the type of use(s) for the area and the premium that would be offered if the submission is selected by HM GoG for further negotiations and discussion. HM GoG reserves the right to negotiate the level of premium. A process of consultation and negotiation will follow with parties that submit ideas or concepts that are of interest to HM GoG. Such concepts, ideas or proposals may need to evolve or be adapted as discussions or negotiations move forward.
Outline layout plans and details should be submitted with letters of interest clearly specifying the name(s) of the individual(s) or organization(s) together with a completed Expressions of Interest Cover Sheet. These should be clearly marked “Plot of Land Adjacent to Devil’s Tower Road Car Park - Expressions of Interest” and submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar NOT LATER THAN NOON ON FRIDAY 25th FEBRUARY 2022. Envelopes will remain sealed until after the closing date. HM GoG reserves the right to reject any or all submissions. Applications to be submitted as hard copies and in PDF format via USB drive. Expressions of Interest delivered after the specified time and date will NOT be considered.
