WATER ACTIVITIES PARK AT WESTERN BEACH

EXPRESSIONS OF INTEREST

His Majesty’s Government of Gibraltar (HMGoG) invites expressions of interest from individuals or organisations for the creation of a water activities park at Western Beach. Applicants will have to submit proposals for floating lightweight structures to provide water activities to be anchored to the seabed in a manner that is sensitive to the surrounding environment and not environmentally detrimental. Interested parties will be required to submit plans / details of their proposal and evidence of financial resources to deliver the facilities. The water activities park should be positioned within the approximate confines shown in the photograph below but there could be flexibility according to the particulars of the proposals submitted.

Proposals must take into account planning considerations, which are independent of the grant of title over the land and property as well as any considerations and/or restrictions from the Ministry of Defence, RAF and Civil Aviation Authority. A successful proposal will require the full approval of the Development and Planning Commission and obtain all other relevant licences and permits. The successful applicant will be required to cover all costs involved in delivering the water activities park including those of any infrastructure required.

Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any concepts, preliminary layout plans and sketches. They should also state the premium sum offered if the submission is selected by HMGoG for further negotiation and discussion. HMGoG reserves the right to negotiate the level of premium. A process of consultation and negotiation will follow with parties that submit ideas or concepts that are of interest to HMGoG. Such concepts, ideas or proposals may need to evolve or be adapted as discussions or negotiations move forward. Applicants will also need to submit evidence of their financial resources to provide the water activities park and for the payment the premium sum.

Outline layout plans and details should be submitted with letters of interest clearly specifying the name(s) of the individual(s) or organisation(s) together with relevant contact details.  These should be marked “Water Activities Park at Western Beach, Expressions of Interest” and submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box (with a USB memory stick inside the envelope) situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar, not later than noon on Friday 26^th January 2024.  Envelopes will remain sealed until after the closing date. HMGoG reserves the right to reject any or all submissions.
