EXPRESSIONS OF INTEREST

His Majesty’s Government of Gibraltar (HMGoG) invites expressions of interest from individuals or organisations for the conversion and use of the Viney Quarry Shelter located at the rear of Sunset Close residential estate along Windmill Hill Road. HMGoG will consider proposals for any use compatible with the area and sensitive to the surrounding environment and interested parties will be required to submit plans and details of their proposal. Evidence of financial resources of the applicants to undertake the conversion will be required with their submission.

Interested parties are informed that the only access into the Shelter is via a rockfall exclusion zone and no development shall be permitted on the access road other than to provide an engineered rockfall protection canopy to facilitate safe access into the Shelter. Rockfall Mitigation Measures must be included as part of the scheme together with Planning, Environmental and Heritage considerations. which are independent of the grant of title over the land and property. Approval will have to be sought from the Development and Planning Commission for the successful scheme.

Guidance notes and conditions together with a plan are available on request and prospective applicants are strongly recommended to obtain a copy. Site visits will be arranged by appointment only and limited to small groups.

Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any concepts, preliminary layout plans and sketches.  They should also state the premium offered if the submission is selected by HMGoG for further negotiation and discussion. HMGoG reserves the right to negotiate the level of premium. A process of consultation and negotiation will follow with parties that submit ideas or concepts that are of interest to HMGoG. Such concepts, ideas or proposals may need to evolve or be adapted as discussions or negotiations move forward. Applicants will also need to submit evidence of their financial resources to undertake the conversion works and for the payment the premium sum.

Outline layout plans and details should be submitted with letters of interest clearly specifying the name(s) of the individual(s) or organisation(s) together with relevant contact details.  These should be marked “Viney Quarry Shelter, Expressions of Interest” and submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box (with a digital version also sent by email/or USB memory stick inside the envelope) situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar, not later than noon on Friday 21^st April 2023.  Envelopes will remain sealed until after the closing date. HMGoG reserves the right to reject any or all submissions.
