VACANCY FOR THE POSITION OF GAMBLING COMMISSIONER AND EXECUTIVE DIRECTOR

JOB TITLE:                 Gambling Commissioner and Executive Director

REPORTING TO:      Minister with responsibility for Gambling / Gambling Commissioner(s)

LOCATION:                Gambling Division, Suite 912, Europort, Gibraltar

The Gibraltar Development Corporation on behalf of The Ministry of Justice Trade and Industry invites applications for the position of Gambling Commissioner and Executive Director.

The Executive Director of the Gambling Division will provide strategic leadership and overall responsibility for the effective management and operation of the Gambling Division.  Applicants must demonstrate the following:

KEY RESPONSIBILITIES:

  • Senior Gaming Sector Leadership Experience
    A minimum of five years’ experience in a senior executive, regulatory, or strategic role within the gambling or remote gaming sector, with a strong understanding of operational, regulatory, and commercial dynamics.
  • Tax and Fiscal Expertise
    A recognised tax qualification or significant demonstrable expertise in gaming taxation and fiscal policy, enabling the Commissioner to understand the implications of domestic and international tax developments on Gibraltar’s competitiveness and regulatory framework.
  • United Kingdom Public Affairs and Lobbying Experience
    Demonstrable experience engaging with, or advocating before, HM Treasury, UK Government departments, regulators or parliamentary stakeholders, particularly in relation to gambling taxation, regulatory reform, or market access.
  • International Market Expertise
    Strong understanding of international gaming markets beyond the United Kingdom, including regulatory frameworks, licensing environments and commercial opportunities, so as to support Gibraltar’s policy objective of broadening the sector’s international reach and resilience.
  • Strategic and Policy Capability
    The ability to engage constructively with Government, industry and international counterparts in support of Gibraltar’s long-term economic and regulatory interests while maintaining regulatory independence and integrity.

The post attracts a competitive salary, commensurate with the successful candidate’s experience, qualifications and the responsibilities of the role.

The appointment will be for a fixed term of two years, with an option to renew.  Applicants must be, or on taking up the appointment, resident in Gibraltar.

Interviews are expected to take place throughout September 2026. First-round of interviews will be held in early September.  Only shortlisted candidates will be invited to attend a second-round interview, which is expected to take place during the final two weeks of September 2026.
