Recognising the Women of HM Customs – From “La Matrona” to Leadership - 149/2026

Anniversary, HM Customs Gibraltar proudly recognises the contribution of the women who have served this Department over the decades, particularly those in earlier years. The story goes of a lady called Victoria who was called down to search when needed in the Tangier Ferry. She was locally known as “La Matrona”. 

Our records show that even during the period when the Frontier was closed (1969–1982), three female officers formed part of the Department. At a time when opportunities for women in uniform and enforcement roles were extremely limited, these women carried out essential duties with professionalism and discretion. Their role, often involving the searching of female passengers, was fundamental to operational integrity at our entry points. They were pioneers within HM Customs, and today we acknowledge their quiet but significant contribution. 

The reopening of the Frontier in December 1982 marked a major turning point for Gibraltar. With the expansion of cross-border movement and economic growth, HM Customs evolved to meet increasing operational demands. This period also reflected the wider workforce integration of female employees across Gibraltar’s public service. 

From this milestone onwards, more women joined the Department in both operational and administrative roles. What began with a small number of female officers developed into broader female representation across Customs functions. 

By the 1990s, women were not only serving within the ranks but were also reaching Senior Management positions within HM Customs, demonstrating both institutional progress and the capability, dedication and leadership of female officers. 

Today, women serve across all areas of the Department, contributing to frontline enforcement, intelligence, administration and strategic leadership. The journey from La Matrona, during the closed Frontier years to women in senior decision-making roles reflects how far we have come. 

As we celebrate these achievements, we also recognise that the pursuit of equality in the workplace is an ongoing commitment. HM Customs remains dedicated to fostering an environment built on fairness, opportunity, professionalism and respect for all. 

This International Women’s Day, we honour the legacy of La Matrona, celebrate the achievements of our female officers, past and present, and reaffirm our commitment to equality as we continue to move forward together.
