New AquaGib board announced following HMGoG acquisition - 103/2025

His Majesty’s Government of Gibraltar is pleased to announce the composition of the newly constituted Board of Directors for AquaGib, which will hold its first meeting tomorrow. This follows the Government’s recent acquisition of the remaining shares in the company, bringing Gibraltar’s water supply into full public ownership.


The new Board, chaired by the Minister for Public Utilities, the Hon Gemma Arias-Vasquez, has been structured to provide a strong combination of financial oversight and industry expertise. The members of the new AquaGib Board are:


• Hon Gemma Arias-Vasquez MP - Minister for Public Utilities (Chair)
• Paul Singleton - Managing Director, AquaGib
• Charles Santos - Financial Secretary, HM Government of Gibraltar
• William McLaren - Former AquaGib Water Networks Director
• Albert Mena -Former Financial Secretary, HM Government of Gibraltar
• Sheelagh Fiol - AquaGib employee representative


The Board’s focus will be to ensure AquaGib continues to operate efficiently, maintaining the highest standards in water production and distribution while delivering long-term sustainability for Gibraltar’s water infrastructure. The Board will also oversee governance and strategic planning while preserving the operational independence of the company.


The Minister for Public Utilities and Chair of the AquaGib Board, the Hon Gemma Arias-Vasquez, said: “I am looking forward to chairing the first AquaGib board meeting tomorrow. This will be the first meeting of the newly constituted board following the full acquisition by Government of AquaGib. I would like to thank William, Sheelagh and Albert, in particular, for agreeing to give up of their time to ensure that, together, we continue to take AquaGib forward. Their combined experience in financial management and water infrastructure will be invaluable as we work to enhance AquaGib’s services and ensure the long-term sustainability of our water supply.”
