Ministry of Transport Publishes Review of the 2017 Sustainable Traffic, Transport, and Parking Plan (STTPP) - 85/2025

The Ministry of Transport is pleased to announce the publication of the review of the 2017 Sustainable Traffic, Transport, and Parking Plan (STTPP), marking Gibraltar’s ongoing commitment to modernising its transport network, while prioritising sustainability, efficiency, and public well-being.

 

The STTPP was originally introduced in 2017, as part of the Government’s efforts to tackle rising congestion, improve air quality, and create a more accessible and environmentally responsible transport system. Developed through extensive consultation with residents, businesses, and stakeholders, the plan sought to strike a balance between economic activity, mobility needs, and environmental sustainability. Its objectives included enhancing public transport, promoting active travel options, optimizing road usage, and implementing smarter parking solutions.

 

The newly published review, provides an assessment of the progress made toward these goals over the past seven years. Key areas of evaluation included the effectiveness of pedestrianisation initiatives, improvements in public transport, the adoption of sustainable mobility solutions, and advancements in traffic management systems. The review highlights achievements such as increased pedestrian-friendly zones, the expansion of electric vehicle infrastructure and cycling infrastructure.

 

However, the review also underscores the need for continued innovation and adaptation in response to evolving urban and environmental challenges. It identifies opportunities for further investment in clean transport technologies, continued roll-out of cycling infrastructure, and integrated smart mobility solutions.

 

This assessment forms part of the Ministry for Transport’s broader and ambitious strategy to modernize Gibraltar’s transport network, while aligning with global best practices in emission reduction and sustainable urban planning.
