Ministry of Transport and DVLD Launch New Integrated IT System “Polar Bear” - 382/2026

The Ministry of Transport, working in conjunction with the Driver and Vehicle Licensing Department (DVLD), is pleased to announce the implementation of a new state-of-the-art integrated I.T. platform known as “Polar Bear.”

The system has been specifically tailor-made to meet Gibraltar’s unique operational and procedural requirements and represents the most significant technological advancements undertaken within the DVLD in recent years.

“Polar Bear” has been developed to modernise, streamline and consolidate the full range of DVLD services into one secure and efficient digital platform. The new system integrates all core departmental functions, including:

  • Vehicle registration services
  • Driver licensing and renewals
  • Logbook management
  • Vehicle ownership transfers
  • Roadworthiness and compliance records
  • Administrative processing and record management
  • Internal workflow and data handling systems
  • Penalty points 
  • Theory exam integration
  • Driving test administration
  • ‘MOT’ bookings, reminders and records

The introduction of the new platform marks a major step forward in improving efficiency, accuracy and customer service delivery across the department.

The Ministry of Transport stated that the system has not simply been purchased “off the shelf,” but has instead been carefully designed and configured around Gibraltar’s own legislative, procedural and operational framework. This bespoke approach ensures that the platform reflects the realities and requirements of Gibraltar’s DVLD processes whilst also providing the flexibility for future expansion and digital development.

Minister for Transport, John Cortes visited the DVLD offices during one of their training sessions yesterday and welcomed the implementation of the system and praised the collaborative work undertaken by the Ministry, the DVLD team and technical developers Piranha Designs throughout the project.

Minister Cortes stated: “The implementation of Polar Bear represents a major investment in the future modernisation of public services within Gibraltar. This system has been specifically built around the needs of Gibraltar and the operational requirements of our DVLD. It will significantly enhance efficiency, improve internal processing and ultimately deliver a better service to the public.”

The Minister also highlighted the considerable work undertaken behind the scenes by DVLD personnel during the transition period, noting that staff engagement and operational input had been instrumental in ensuring the successful delivery of the project.

The new system is expected to enhance data security, improve administrative responsiveness and reduce processing times whilst laying the foundation for future digital services and online integration initiatives.

The Ministry of Transport and the DVLD remain committed to investing in modern infrastructure and technological advancement to ensure that Gibraltar’s public services continue to evolve in line with best practice and public expectation.
