Minister Arias-Vasquez announces business think tank and new over-55s residency route at GibLink London - 813/2026

October 21, 2026

The Minister for Health, Care and Business, the Hon Gemma Arias-Vasquez MP, last night delivered the keynote address at GibLink London, the flagship event of HM Government of Gibraltar’s international business outreach series, held at the Oxo Tower.

The event brought together investors, entrepreneurs, professionals and members of London’s Gibraltarian community as part of Gibraltar Day in London 2026. It followed GibLink events in Marbella and Manchester.

The evening opened with Simon Gillett, founder and Group Chief Executive of Balaena, in conversation with Molly McElwee of The Times on building a global maritime group from Gibraltar. Albert Isola, Senior Partner at Isolas, then spoke with Louis Montegriffo, Managing Director of BMI Group, about the next phase of property investment in Gibraltar.

In her keynote address, Minister Arias-Vasquez set out what Gibraltar offers business following the signing of the Treaty and the removal of the frontier fence on 15th July. She highlighted Gibraltar’s status as a British jurisdiction founded on English common law, its 15% corporate tax rate, the passporting of services to and from the United Kingdom, and the tariff-free movement of goods to and from the European Union.

The Minister announced the creation of a new think tank on the future of business in Gibraltar. The think tank will be led by Peter Montegriffo KC and will report directly to the Minister. It will bring together leading figures in Gibraltar to set out where the economy goes next now that the Treaty is in place.

The Minister also announced that the Government will amend the Residency Regulations to create a new route for people over the age of 55 who are entirely self-sufficient and wish to live in Gibraltar. Applicants will be required to hold private medical insurance, make a financial contribution to the health system and spend at least six months a year in Gibraltar. The amendments will be published by the end of October, following consultation with relevant stakeholders.

The evening closed with the Chief Minister, the Hon Fabian Picardo KC MP, in conversation with former Chief Minister Sir Peter Caruana KCMG KC on where Gibraltar goes next. The session was moderated by Clive Golt, who served as Media Director to both.

With thanks to all of the sponsors who make these events possible.

The Minister for Health, Care and Business, the Hon Gemma Arias-Vasquez MP, said:

“Twelve months ago, at this same venue, I told London that a Treaty was on its way and that Gibraltar was open for business. What was a promise then is now a reality on the ground. Gibraltar is a mature jurisdiction, with the confidence and the ability to decide its own economic future. Now is the moment to stop reacting to events and to start leading them, and the think tank I am creating, led by Peter Montegriffo KC, will help us do exactly that. Our new residency framework rests on one simple principle: residence in Gibraltar is linked to genuine contribution. It is open, but responsible, and it rewards those who come to build, to employ and to invest. I genuinely believe there has never been a better time to do business in Gibraltar, and we are only at the beginning.”
