Launch of Travel Scheme for Eligible Elderly Resident Citizens

The Government of Gibraltar (HMGoG) is pleased to announce the Travel Scheme for Eligible Elderly Resident Citizens. 

On 26 February 2024, HMGoG announced in Parliament the introduction of a travel scheme aimed at supporting eligible elderly resident citizens. Today, HMGoG makes the terms of the scheme public. 

Self-Certification and Eligibility Criteria

The scheme, as explained by HMGoG in Parliament, incorporates an element of self-certification by eligible persons that they meet specific criteria in order to streamline the process.

The eligibility criteria assumes that individuals are unable to obtain coverage for travel medical insurance due to pre-existing medical conditions or financial/age constraints and do not therefore possess private medical insurance and cannot afford the cost of the emergency medical treatment. HMGoG will presume that any elderly citizen registering under the scheme and/or submitting a claim has annual income of £50,000 or less. HMGoG has a discretion to scrutinise claims under the scheme based on the person’s ability to pay to prevent abuse or misuse. This ensures that the scheme provides support to those who need it within our community, which we envisage would include the large majority of elderly citizens but not those who can afford it. 

The scheme is only intended for situations of genuine emergency medical treatment while travelling to Andalucía, Spain. 

Registration Process

HMGoG will soon initiate a registration process, both online and physical, to facilitate and support elderly citizens in availing themselves of the scheme. Despite the time required for registration, eligible citizens may commence utilizing the scheme immediately, with visits to Andalucía, Spain covered under the scheme pending completion of the registration form.

Not a Substitute for Private Insurance

It is important to emphasize that the scheme is not intended to replace private insurance for individuals who already possess or can obtain such coverage. Rather, it serves as a support mechanism to assist those unable to access private insurance options and who cannot afford to pay. 

HMGoG will review if the scheme can be extended in terms of eligibility, age and geographical location, in 6 months.
