As we head into the busy Christmas period, HM Customs Gibraltar reminds the public that the importation of fireworks without a valid licence is strictly prohibited under the Imports and Exports (Control) Regulations 1987, specifically Schedule 1, Item 10.
On 1st December 2025, at approximately 14:00 hrs, Customs Officers conducting routine checks stopped a vehicle in the green channel entering Gibraltar from Spain. This interception follows the increased searches being carried out under the current enforcement initiative, Operation Antler, which involves additional officers and a higher level of checks at entry points. A search of the vehicle for dutiable goods resulted in the detection of fireworks. The driver did not hold a valid import licence, and the items were seized accordingly. A summons will be issued for the offence of importing prohibited goods.
On 2nd December, whilst carrying out further routine checks, a vehicle was stopped in the green channel. Upon inspecting the boot of the vehicle, the officer found a single large brown box with a warning label depicting explosives. When asked about the contents of the box, the driver replied that it contained a firework. He was informed that the importation of fireworks is regulated and requires a licence and, when asked, confirmed that he did not hold one. The driver was advised that he had committed an offence by importing fireworks without a licence and that the items would be seized. He was cautioned and informed that he would receive a summons for importing prohibited goods contrary to Schedule 1, Item 10, of the Imports and Exports (Control) Regulations 1987.
When asked if there were any further fireworks in the vehicle, the driver denied having any; however, officers subsequently discovered four additional fireworks hidden under clothing and beneath the passenger seat. The driver stated that the items were valued at approximately €20 each. The market value of these fireworks was subsequently established at €440.
HM Customs urges the public to exercise caution during the festive season and to comply with all import controls. These measures are essential to ensuring community safety and preventing the unlawful importation of controlled items into Gibraltar.
