GSD Continue to try to Manufacture Controversy where None Exists - 405/2026

May 27, 2026

The GSD's latest statement makes one thing very clear: they are no longer criticising the Government for failing to invest in heritage, because they can now see the scale of the work being delivered across Gibraltar's historic sites. Instead, Mr Bossino continues to move from one complaint to another in an attempt to keep manufacturing controversy where none exists.

The figures repeatedly referred to by the GSD relate to a Head in the Estimates which covers eleven separate contracts and projects across the Upper Rock and wider heritage estate. These include the ticketing and management system, the St Michael's Cave Awakening experience, the World War II Tunnels, the Moorish Castle, the Northern Defences, O'Hara's Battery, Tovey Cottage and other Nature Reserve sites involving restoration, conservation, maintenance and visitor management.

This is not a single payment to one entity, as Mr Bossino continues to imply. It is a major programme of investment in Gibraltar's heritage and tourism product which is already delivering visible results.

The Government has already explained that these arrangements were subject to established procurement and financial procedures. More importantly, they are being funded through increased revenue generated from visitors to the Nature Reserve, not through an expansion of the public sector and not through additional burdens on taxpayers.

That is the key point the GSD continues to ignore. This Government has succeeded in attracting private investment, specialist expertise and modern management systems into heritage sites which had suffered years of neglect. At the same time, revenue to Government has increased substantially and is now being reinvested directly into the continued protection and improvement of Gibraltar's national assets.

The public can therefore see the difference between an Opposition focused on chasing headlines and a Government focused on delivering real improvements to Gibraltar's heritage for residents and visitors alike.
