Government cannot interfere with Town Planning process - 162/2025

March 12, 2025

His Majesty’s Government of Gibraltar notes the comments made by the College Lane Action Group (CLAG) to the local media this morning regarding proposed developments within the City Walls.

The Government wishes to emphasise that it cannot and will not interfere with the statutory planning process in respect of the development on the site of the former Amar’s Bakery. The land in question is freehold, and as such, any proposed development must proceed through the established Development and Planning Commission process. It would therefore be improper for the Government to express a view on the merits of the application while it is under consideration by the DPC.

The Minister with responsibility for Town Planning, the Hon Gemma Arias-Vasquez, has agreed to meet with representatives of CLAG next month to discuss the wider town area planning process.

The Government further notes that many of the concerns raised by CLAG will be addressed as part of the comprehensive review currently underway for Gibraltar’s new Development Plan. This plan will provide an updated framework for future development and will ensure that planning policies remain fit for purpose and reflective of Gibraltar’s evolving needs.
