The Hon. Nigel Feetham KC, Minister for Justice, Trade and Industry, welcomed guests to DAC Beachcroft’s Auditorium on Tuesday 21st October 2025 for a full day of events showcasing Gibraltar’s leadership in insurance, digital assets, and regulatory innovation.
Both the Insurance and DLT events opened with a video presentation produced by the Gibraltar Finance Centre Ministry and local associations, sharing personal and authentic reflections of Gibraltar. The video highlighted what makes the jurisdiction unique—its sense of community, quality of life, and forward-thinking business environment.
Each session also began with a live demonstration by Minister Feetham of a cutting-edge AI telephone system being developed, initially, for the Gibraltar Tax Office.
Insurance Event (Morning)
The Insurance event celebrated Gibraltar’s prominence in the insurance sector and the strong partnership between Gibraltar and the United Kingdom.
The morning began with a buffet breakfast attended by insurance executives, advisors, and industry leaders. Minister Feetham opened the session, highlighting the crucial role of the insurance sector in Gibraltar’s financial services success story.
Sir Robert Buckland, Policy Advisor at DAC Beachcroft and former Lord Chancellor and Secretary of State for Justice, delivered a keynote focused on the state of AI in the insurance market, examining how artificial intelligence is transforming underwriting, claims processing, customer engagement, and regulatory compliance.
A panel discussion, “Will AI Make a Difference in General Insurance?”, moderated by Charlotte Halford, Partner at DAC Beachcroft, brought together thought leaders from across the sector:

DLT Event (Afternoon)
The afternoon session focused on Distributed Ledger Technology (DLT) and Gibraltar’s pioneering approach to digital asset regulation. Minister Feetham opened the event, emphasising Gibraltar’s leadership in fostering innovation while maintaining a robust regulatory framework.
GANT Chairman Targ Patience delivered a welcome and outlined the organisation’s vision for Gibraltar’s role in digital innovation, highlighting initiatives to support blockchain adoption, regulatory excellence, and industry growth.
William Gracia, Head of DLT at the Gibraltar Financial Services Commission (GFSC), delivered a keynote on the “Regulatory Landscape”, providing attendees with insight into the territory’s framework for digital assets and its alignment with international best practices.
The first panel, “The Future of Crypto Clearing: A Gibraltar Blueprint”, moderated by Mel Tsiaprazis, explored the challenges and opportunities in crypto clearing, featuring:

The second panel, “Future Developments in Digital Innovation: Gibraltar’s Model for Growth”, moderated by James Bowater, Founder and CEO of The Digital Commonwealth, featured:

The afternoon ended with a keynote from Sam Buxton, Founder and Chairman of Damex, who shared an entrepreneur’s perspective on crypto innovation in Gibraltar. Networking sessions throughout the afternoon provided opportunities to connect and explore potential collaborations.
The day concluded with an evening event organised by GANT and earmarked by the Ministry for student networking.
