THE MOUNT
EXPRESSION OF INTEREST
His Majesty’s Government of Gibraltar (HMGoG) invites expressions of interest from developers, investors or organizations interested in the restoration and repurposing of The Mount. The proposed allocation is for key operational elements including the Main Residence, the Porters Lodge, the Parasol Events Hall, and the Swimming Pool which are marked for identification purposes on the below image.
HMGoG welcomes innovative proposals with a core focus on the full and sensitive restoration of the Main Residence for the proposed use and operation as a Boutique Hotel. It is proposed that a Garden License – with public access reserved to the Parasol Events Hall and tennis courts - be granted over the lower section of grounds situated to the west of the main access road (excluding the tennis courts) with conditions attached for beautification and routine maintenance as part of the overall project. Due to the significant historical interest of the site, interested parties will need to consult with Heritage and the Ministry of the Environment to catalogue significant items of historical, architectural and environmental interest, and have regard to Heritage and Planning considerations such as identifying any additional development potential (if any). The Parasol Events Hall will be refurbished by HMGoG prior to the handover of the site. On completion, the Events Hall will need to be made available to the Parasol Foundation once a year, without charge, and for the building name to be retained in recognition of their donation for its refurbishment.
Applicants must have regard to the information and floor plans contained in the Conceptual Proposal which is available for download via Land Property Services website at www.lps.gi/tenders. Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any concepts including preliminary layout plans and sketches. They should also state uses of particular areas and the premium that would be offered if the submission is selected by HMGoG for further negotiations and discussion. HMGoG reserves the right to negotiate the level of premium. A process of consultation and negotiation will follow with parties that submit ideas or concepts that are of interest to HMGoG, and such ideas or proposals may need to evolve or be adapted as part of the consultation process.
Outline layout plans and details should be submitted with letters of interest clearly specifying the name(s) of the individual(s) or organization(s) together with a completed Expression of Interest Cover Sheet. These should be marked “The Mount - Expressions of Interest” and submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box (with a digital version to be provided on an USB memory stick inside the envelope) situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar NOT LATER THAN NOON ON FRIDAY 27th MARCH 2026. Envelopes will remain sealed until after the closing date. HMGoG reserves the right to reject any or all submissions.
Expressions of Interest delivered after the specified time and date will NOT be considered.
