Expression of Interest: DEVELOPMENT AND OPERATION OF A CRUISE LINER TERMINAL AT THE PORT OF GIBRALTAR

Object of the Contract

His Majesty’s Government of Gibraltar (HMGoG) invites Expressions of Interest from developers, operators, and/or organisations interested in entering into an agreement with HMGoG for the design, refurbishment, development, management, and operation of a Cruise Liner Terminal and associated facilities at the Port of Gibraltar, specifically within the area known as the Western Arm Cruise Terminal.

HMGoG seeks to partner with an experienced and capable entity to deliver a modern cruise terminal that enhances Gibraltar’s status as a leading Mediterranean cruise destination. The successful applicant will be expected to undertake:

  • Refurbishment of the existing cruise terminal infrastructure.
  • Development of new retail and food & beverage areas.
  • Transportation solutions.
  • Integration of sustainable design and waste management systems, including, without prejudice to the generality of the foregoing, the provision of shore power solutions for cruise ships docked in the vicinity of the terminal.
  • Operation of the terminal in line with international cruise industry standards.

Conditions for participation

The selected party will be expected to:

  • Maximise the tourism and economic benefits of the Cruise Liner Terminal.
  • Collaborate with HMGoG, the Gibraltar Port Authority, and local stakeholders to ensure the Cruise Liner Terminal is in alignment with development objectives expressed by HMGoG.
  • Ensure the Cruise Liner Terminal remains available to all cruise liners, in order to maximise cruise arrivals and economic benefit to Gibraltar.
  • Ensure that tariffs charged are competitive with other cruise terminals in the neighboring regions
  • Demonstrate ability to deliver high-quality service.
  • Align the project with Gibraltar’s environmental and strategic development policies.

Proposals must take into account planning considerations. A successful scheme will require the full approval of the Development and Planning Commission and the successful applicant will need to obtain all necessary licenses and permits and will be required to cover all costs.

Procedure

Applicants should be prepared to propose:

  • A premium payment to HMGoG.
  • A concession fee payment to HMGoG or the Gibraltar Port Authority.
  • Full funding of the refurbishment and development works, to be delivered in accordance with a timeline agreed with HMGoG, time being of the essence in the delivery of this commitment.
  • A long-term operational model under a lease, licence or concession agreement.

Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any conceptual plans or outline proposals including preliminary layout plans, sketches, a description of the applicant’s background and relevant experience, preliminary financial and operational models. The applicant should also include confirmation of their ability to undertake due diligence and feasibility studies prior to being awarded any contract.

All Expressions of Interest, together with supporting documentation, should be marked: “Cruise Terminal Expressions of Interest”, submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar (with any USB memory stick containing the proposal documents inside the envelope) by no later than Friday the 20th February 2026.

Envelopes will remain sealed until after the closing date. HMGoG reserves the right to reject any or all submissions.

HMGoG may enter into negotiations with one or more parties following the submission process. By submitting an Expression of Interest, the applicant consents to their name being published in any future tender award notices.
