Expression of Interest - DE-WEEDING AND CLEANING OF HISTORIC CITY WALLS

 

His Majesty's Government of Gibraltar (HM GoG), through the Ministry for Heritage, invites Expressions of Interest from suitably experienced contractors and organisations to undertake the de-weeding and gentle cleaning of selected sections of Gibraltar's historic defensive walls.

 

The works form part of an ongoing programme to preserve, stabilise and maintain Gibraltar's historic fortifications, ensuring their long-term conservation, public safety and visual integrity in accordance with recognised heritage conservation best practice.

 

LOTS

 

The initial proposed works are divided into the following lots:

Lot 1 – Chatham Counterguard Walls

Lot 2 – Grand Battery Walls

Lot 3 – Montagu Bastion Walls

Lot 4 – North Bastion Walls

Lot 5 – West Place of Arms Walls

 

Bidders may submit proposals for one lot, multiple lots or all lots.

 

Submissions covering multiple lots may include discounted rates and such discounts will be taken into consideration during evaluation.

 

HMGoG reserves the right to award individual lots separately, combine lots, or award all lots to a single contractor where this is considered to represent best value for money.

 

SITE INFORMATION

 

The figures below identify the approximate areas currently proposed for vegetation clearance and cleaning works.

 

The boundaries shown are indicative only and are intended solely to assist contractors in understanding the approximate extent of the works. Final extents will be confirmed on site by the Ministry for Heritage prior to commencement.

 

SUBMISSION REQUIREMENTS

Interested parties should include the following information with their submission:

 

(i)           Company details, including relevant experience in conservation works, particularly involving historic buildings, monuments or fortifications;

(ii)          Details of previous comparable projects, including photographs where available;

(iii)         A proposed methodology describing the techniques, equipment and heritage-sensitive approach to be adopted, including measures to protect historic masonry and fabric;

(iv)         Health and Safety arrangements, particularly in relation to working at height;

(v)          An indicative programme for the works, including estimated timescales, team size and available resources;

(vi)         An indicative cost proposal, either as a lump sum or schedule of rates; and

(vii)       Details of environmental management measures, including waste disposal arrangements and the protection of wildlife and surrounding areas.

 

Other information and conditions for interested parties to be aware of are as follows:

 

(i)           All works will be subject to the granting of the appropriate Heritage Licence by the Ministry for Heritage;

(ii)          All works shall be undertaken using manual or other low-impact methods appropriate to historic masonry;

(iii)         Mechanical, abrasive or chemically aggressive cleaning methods will not be permitted;

(iv)         No permanent alteration or damage to the historic structures or associated masonry will be permitted;

(v)          Contractors shall comply with all relevant Health and Safety legislation and any site-specific requirements;

(vi)         The Ministry for Heritage reserves the right to request further information, invite shortlisted applicants to attend site visits or clarification meetings, and reject any or all submissions without obligation; and

(vii)       Final extents and boundaries of the works will be confirmed on site by the Ministry for Heritage prior to commencement.

 

Expressions of Interest should be clearly marked "Expressions of Interest – De-weeding and Cleaning of Historic City Walls" and submitted in a sealed envelope addressed to: HM Government of Gibraltar and deposited in the Expressions of Interest Box situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar, not later than noon on 27th July 2026. Envelopes will remain sealed until after the closing date. Applications are to be submitted as hard copies and in PDF format via USB drive. HM GoG reserves the right to reject any or all submissions.
