Exclusive Concession for the Marketing, Sale and Auction of Ultra-Premium Gibraltar G-Less Vehicle Registration Plates

EXPRESSIONS OF INTEREST

His Majesty’s Government of Gibraltar (“HMGoG”) invites Expressions of Interest from suitably experienced parties for the grant of an exclusive concession to market, promote and sell a portfolio of ultra-premium personalised motor vehicle registration plates on behalf of the Government.

This EOI follows the successful launch of Gibraltar’s personalised number plate programme in 2024 and the introduction of “G-less” plates in 2025. A number of exceptional and internationally desirable registration plates have been restricted from general sale and are intended to be released only through specialist, high-value channels. The personalised plates platform can be accessed at: www.personalisedplates.gov.gi.

The objective of this concession is to maximise revenue to the public purse while preserving the prestige, integrity and international reputation of Gibraltar’s registration plate programme.

The successful concessionaire will act on behalf of HMGoG to market and sell a defined portfolio of ultra-high-value plates through exclusive auctions, private treaty sales, or other specialist mechanisms targeted at high-net-worth individuals and collectors, locally and internationally.

Indicative plates include but are not limited to:

“1”, “A”, “F1”, “P1”, “F80”, “007”, “911”, “V12”, “VIP”, “BOND”, “JB1”, “JB007”, “AMG”, “AMG63”, “BMW” etc and other comparable premium combinations.

The concessionaire will be expected to:

• Develop and implement a global marketing and sales strategy for ultra-premium registration plates
• Leverage international collector, automotive and luxury-asset networks
• Advise on pricing, sequencing and timing of plate releases
• Deliver and manage exclusive auction and private sale processes
• Maximise realisation values while protecting Gibraltar’s brand and reputation

All registration plates shall always remain the property of HM Government of Gibraltar until sold to successful end purchasers.

The concession will be granted for an initial period of three 3 years, with an option to extend for a further three (3) years, subject to performance and mutual agreement.

The concession will be exclusive for the defined portfolio of plates. Commercial terms may include commission-based, success-fee or similar arrangements, to be agreed at a later stage.

Interested parties are invited to submit an Expression of Interest (maximum two (2) pages, excluding appendices) addressing the following:

• Corporate background and relevant experience, particularly in concession-based models, high-value auctions, luxury assets, automotive collectibles or comparable markets
• Evidence of international reach and access to high-net-worth collectors and enthusiasts
• A high-level approach to marketing, sale formats and brand positioning
• Indicative, non-binding expectations of potential realisation values for top-tier plates, supported by relevant comparable
• An outline of the proposed commercial and remuneration structure

Submissions need only constitute initial Expressions of Interest, but should include details of the proposed auction process, marketing channels, and an indicative payment structure. HMGoG reserves the right to negotiate all commercial terms. A process of consultation and negotiation will follow with parties whose proposals are of interest. Proposals may evolve or be adapted as discussions progress.
