Her Majesty’s Government of Gibraltar (HM GoG) invites expressions of interest from developers, investors or organizations interested in developing the land and buildings situated at South Barrack Road.

The land and buildings include the area shaded and outlined in red, being the ex-GBC premises. There is an option to increase the footprint of the site by including the premises held by private tenants, clubs and associations to the west of the GBC site and which is shaded and outlined in blue. In the event that this option is exercised, the developer must fund the relocation of these entities to a different location or relocate them within the development and organize temporary relocations in the meantime. Prospective applicants should also bear in mind that one residential unit is currently occupied by a Government tenant who will be moving to the new affordable homes. Interested parties are free to submit proposals for one or both options.

Proposed schemes must allow for a low-rise development and for a use compatible with the area, and include the provision for a minimum of 40 public car parking spaces and a green area. Heritage and Planning considerations must also be taken into account, and the final scheme and density will be determined independently and separately by the Development and Planning Commission.

Interested parties should understand that submissions need only be initial expressions of interest but should include basic details of any concepts including preliminary layout plans and sketches. They should also state the land use of the particular areas and the premium that would be offered if the submission is selected by HM GoG for further negotiations and discussion. HM GoG reserves the right to negotiate the level of premium. A process of consultation and negotiation will follow with parties that submit ideas or concepts that are of interest to HM GoG. Such concepts, ideas or proposals may need to evolve or be adapted as discussions or negotiations move forward.

Outline layout plans, concept designs and details should be submitted with letters of interest clearly specifying the name(s) of the individual(s) or organisation(s) together with a completed Expressions of Interest Cover Sheet. These should be marked “Ex-GBC Premises - Expressions of Interest” and submitted sealed and addressed to HM Government of Gibraltar and deposited in the Expressions of Interest Box situated at the offices of Land Property Services Limited, 50 Town Range, Gibraltar NOT LATER THAN NOON ON FRIDAY 29^th APRIL 2022. Envelopes will remain sealed until after the closing date. HM GoG reserves the right to reject any or all submissions. Applications are to be submitted as hard copies and in PDF format via USB drive.

Expressions of Interest delivered after the specified time and date will NOT be considered.
