Cycle Advisory and Awareness Lanes on Waterport Wharf and North Mole Road - 399/2026

The Ministry of Transport is pleased to announce the introduction of new cycle advisory and awareness lanes on Waterport Wharf and North Mole Road, as part of ongoing efforts to promote safer, more inclusive, and sustainable travel across Gibraltar.

 

Under this scheme, the outer lane in each direction will feature cycle advisory road markings, supported by clear advisory signage to increase awareness among all road users, including motorists, cyclists, and users of Personal Light Electric Transporters (PLETs).

 

The primary objective of these advisory lanes is to encourage responsible road-sharing behaviour, emphasising the message that Gibraltar’s roads are a shared space. By clearly indicating the presence and priority of cyclists within these lanes, the initiative aims to improve safety, reduce conflict between road users, and foster greater mutual awareness and respect.

 

Importantly, these cycle advisory lanes are being introduced as a trial scheme, allowing the Ministry to assess their effectiveness in real-world conditions. Feedback gathered during this period will help determine whether there is sufficient demand and operational benefit to justify the development of more permanent or expanded cycling infrastructure in the area, including the potential for linked cycle routes connecting key destinations. It will also aid future rollouts of these awareness schemes to other roads.

This trial builds on the successful completion of the first phases of segregated cycle lanes in 2023, marking a continued progression in Gibraltar’s approach to active travel infrastructure. It also aligns with the broader policy objectives set out in both the Sustainable Traffic, Transport and Parking Plan (STTPP) and the Active Travel Strategy, which prioritise safer alternatives to car travel, reduced congestion, and improved environmental outcomes.

 

By encouraging cycling and the use of PLETs, the Government continues to support healthier lifestyles, reduced carbon emissions, and a more efficient transport network, while ensuring that infrastructure evolves in a measured and evidence-based manner.

Motorists are advised to remain attentive when travelling along these routes, to respect the advisory lanes, and to exercise caution when sharing the road with cyclists and PLET users. Cyclists and PLET users are similarly reminded to use the road space responsibly and remain aware of surrounding traffic conditions at all times.

 

Minister for Transport, the Hon. John Cortes said:

"The introduction of these cycle advisory lanes represents a practical and proportionate step towards improving safety and awareness for all road users. This is about encouraging a culture of shared responsibility on our roads, where motorists, cyclists, and PLET users can coexist safely and respectfully.

By trialling these lanes in key locations, we are taking an evidence-based approach from user feedback to future infrastructure planning. This will allow us to assess how these measures perform in practice and determine whether there is merit in expanding and linking cycle routes across this part of Gibraltar.

This initiative builds on the progress already made through the delivery of segregated cycle lanes and reflects our continued commitment to the principles set out in the STTPP and Active Travel Strategy, creating a safer, more sustainable, and more accessible transport network for the future."
