Advanced Incident Command Qualification by Officers from AFRS and GFRS - 916/2025

The Airport Fire and Rescue Service (AFRS) and Gibraltar Fire and Rescue Service (GFRS) are pleased to announce the successful completion of the Skills For Justice Awards Level 6 Award in Advanced Incident Command in Fire and Rescue Services (National Operational Guidance Level 3) by Station Officers Karim Afzan and Tyronne Avellano from the AFRS, and Station Officers Liam Byrne and Karl Sciortino from the GFRS.

This advanced qualification focuses on developing the command and leadership capabilities required to manage large-scale, multi-agency emergency incidents safely and effectively. It is recognised across UK Fire and Rescue Services as a benchmark of competence at the Tactical (Level 3) command level, aligning with National Operational Guidance.

Undertaken at the UK Fire Service College, the intensive week-long programme blended theory, practical simulations and formal assessments serving to develop and evaluate officers’ leadership, decision-making and coordination skills in complex high-pressure operational environments.

Participants were required to demonstrate competence across all key critical areas, including tactical command, risk management and multi-agency collaboration. By the end of the course, officers were equipped to lead complex incidents effectively, making informed tactical decisions, supporting teams on the ground, all in accordance with JESIP principles ensuring full interoperability with partner agencies, to formally conclude operations in a structured and accountable manner.

The Minister with responsibility for Fire Services, the Hon Leslie Bruzon, stated:  “Achieving this advanced qualification represents a significant milestone for all these officers and reinforces the strong spirit of collaboration between the AFRS and the GFRS. Working together to promote continuous professional development and operational excellence both services continue to demonstrate their shared commitment to maintaining the highest standards of competence, readiness and public safety across Gibraltar. This achievement highlights the resilience and close cooperation that underpin our emergency response capabilities.”
