The Department of Transport is a division of the Ministry of
Environment, Roads and Utilities. The Department of Transport is headed
by the Chief Motor Vehicle Examiner who is supported by 5 Driving and
Vehicle Examiners, 6 Vehicle Testers and 15 Admin/Clerical staff.
The two principal Ordinances, which the Department is responsible for
are, the Traffic Ordinance and the Transport Ordinance. The
responsibilities of the Department, under the Traffic Ordinance, are
broadly as follows:
- To register, and licence vehicles in Gibraltar,
- To carry out Motor Vehicle Tests on motor vehicles and to
ensure that these meet EU standards, and
- To test drivers and issue driving licences.
The Department’s offices are presently situated at the Motor Vehicle
Test Centre, Eastern Beach Road. The opening hours, to the public, are
9AM to 2PM, winter hours, or 8:30AM to 12:30PM during the summer period.
An alternative to queuing at our offices is to print the appropriate
form, complete
it, and send it together with the corresponding
fee to:

Motor Vehicle Test Centre,
Eastern Beach Road,
Gibraltar.
The requisite licence or appointment date for attendance, together
with a receipt, will be posted to the address as given to us on the
application form.
Cheques must be made out to "Government General Account". It
is not advisable to send cash in the post. If you have any doubts as to

Vehicle Registration (Log Book) (Fee)
All vehicles in Gibraltar must be registered. An
application for the registration of a vehicle is normally
undertaken when a vehicle is either first privately imported into
Gibraltar or sold by a dealership in Gibraltar. Should the Vehicle
Registration document be lost or destroyed
duplicate copies can
be obtained for a fee of £15.
Vehicle Licence (Road Tax) (Fee)
Vehicle Licenses are issued for a period of twelve months as from the
date of first registration and have to be renewed on an annual basis on
the anniversary of registration. Vehicles that are four years old, or
older, must have a valid Road Worthiness Certificate (MOT) otherwise the
Motor Vehicle Licence (Road Tax disc) will not be issued. The
fee for a Vehicle
Licence is subject to the weight of the vehicle. To renew the Vehicle
Licence the production of a valid Certificate of Insurance (Cover Note)
and the appropriate fee
may be either posted, in which case the Road Tax Disc will be posted to
the registered address, or it can be renewed at the counter and
collected in person.
Road Worthiness Certificate (MOT) (Fee)
Presently vehicles that are over four
years old are required to have a biennial Road Worthiness Certificate
(MOT). At present there is a waiting time for appointments. The
necessary fee must
accompany applications
for an examination date. Please give yourself plenty of time
if applying by post.
Transfer of ownership of vehicle, Registration. (Fee)
The transfer of the ownership of a vehicle requires that both the
seller and the buyer
complete their respective
form. Please note that the vehicle
must have a current valid Motor Vehicle Licence (Road Tax) before the
transfer can be affected in our records.
Learners Licence (Fee £5)
Gibraltar residents who have attained the age of 17 are eligible to
apply for a learners
licence for the different categories
of vehicle. A learners Licence is issued for a period of three months.
Driving Tests (Fee)
Driving tests are in two parts, theory and practical. Tests for
different categories
are undertaken by the Driving Examiners and incur different
fees. Applications
for a theory and
practical test can be posted,
together with the appropriate fee
to the Department. Please note that the theory test must be successfully
completed before applying for the practical test. Each category of
licence requires it’s own theory test. An application for a practical
driving test constitutes an application for a Driving Licence.
Driving Licence (Fee)
A Drivers Licence is issued once the two parts of the test have been
successfully completed. Currently there are several categories of
licences. These are:

International Driving Permit (Fee £5)
International driving permits require the production of two
passport-sized photographs together with the
application form. International
Driving Permits are issued, initially, for a period of one year. They
can be renewed at any time within five years of first being issued.
Dealers Licence (Fee
£100)
Dealer’s licences
may be issued to any manufacturer or
repairer of or dealer in motor vehicles. Dealers Licences expire on the
30th of March each year and must be renewed before that date.
A dealer’s licence allows the holder, under certain circumstances, to
use a dealer’s licence (blue DLR licence plate) as a Motor Vehicle
Licence (Road Tax Disk). In most cases the use of a DLR licence plate is
only allowed for transferring non-registered vehicles between two points
such as, for example, dealer’s warehouse and the showroom.
Self Drive Operator (Fee
£250)
Self Drive Operators are commonly known as "Car Hire Firms". These
companies must be registered under the Traffic Ordinance and
Medical Certificates
Medical Certificates are required for certain types of licences and
generally need to be renewed periodically. Holders of Driving Licences
of category C,
C1 and E to J are required to renew their Medical Certificates every
five years.
