The Department of Transport is a division of the Ministry for Tourism, Public Transport and the Port. The Department of Transport operates with a complement of twenty-four, 11 Technical staff and 12 administrative staff, headed by the Chief Examiner who is accountable to the Principal Private Secretary of the Ministry.
The Traffic Act and the Transport Act and their ancillary Regulations provide the main legislation and framework under which the Department operates. Under the provisions of the Traffic Act, the Department is tasked to deliver services to the General Public that are provided for by this legislation, these services can be summarised as follows: • the examination and licensing of drivers; • the registration and licensing of vehicles: • the testing of motor vehicles. Under the provisions of the Transport Act the Department’s main responsibilities are summarised below: • the licensing of Public Service Vehicles and Drivers • The licensing of Operators that are authorised by the Act; • the processing of applications for licences under the provisions of the Act; and • the provision of secretarial support to the Transport Commission. The Department aims to deliver the best possible service to customers by maintaining accurate driver and vehicle registers; continually creating and innovating processes, designed to increase effectiveness and efficiency whilst focusing on stakeholder’s needs. The Department is a member of E.Reg; the Association of European Vehicle and Driver Registration Authorities and EUCARIS; the European Car and Driving Licence Information System. The Department’s offices are located at the Department of Transport Headquarters, Eastern Beach Road, Gibraltar. The administrative offices’ hours of business are: 09.00 to 14.00, winter hours. 09.00 to 13.00 during the summer period. An alternative to queuing at our offices is to print out the appropriate form, complete it, and send it together with the corresponding fee to: Department of Transport, Department of Transport Headquarters Eastern Beach Road, Gibraltar. The relevant licence or appointment date for attendance, together with a receipt, will be posted to the address as given to the Department on the application form. The following information is general in nature and does not cover every eventuality or scenario. Vehicle Registration (Certificate of Registration) All motor vehicles imported into Gibraltar must be registered. An application for the registration of a vehicle is made either when a brand new vehicle is sold by a Dealership in Gibraltar or is privately imported into Gibraltar by an individual. In the case of an imported vehicle, this must be done as soon as possible. As part of the registration process the Licensing Authority must be sure that an imported used vehicle, meets the required legal standards. They are: • European whole vehicle type approval standards; and • Vehicles (Construction, Equipment and Maintenance) Regulations Once the vehicle is registered, it is issued with a Gibraltar Certificate of Registration. The registration document complies with the provisions of EU Legislation on vehicle registration documents. In the event the Certificate of Registration is lost or destroyed a duplicate copy can be obtained for a fee of £15. A Lost/Stolen property report is required from the Royal Gibraltar Police supporting the application. Road Worthiness Testing All Private Motor Vehicles over four years old are required to undertake a biennial Roadworthiness Test. Goods and Public Service Vehicles (PSV) vehicles require to undertake a roadworthiness test annually. PSV’S over 12 years old require a roadworthiness test every 6 months. Although roadworthiness appointments are readily available, please give yourself plenty of time if applying for an appointment by post. Change of Possession of Motor Vehicles. The change of possession of motor a vehicle requires that both the seller and the buyer complete their respective form. This is a requirement that is set out in law. At the time of submission the applicant must provide proof of identity and of residential address to the satisfaction of the Licensing Authority in support of the application. The following documents shall be admissible to ascertain proof of identity of an applicant: a) Passport; b) Identity Card; c) Gibraltar Driving Licence In the case of a vehicle being transferred from a company, to a third party, the seller’s section of the form should be endorsed with the company stamp. Where a vehicle is being registered to a company, the buyers section of the form should be endorsed with the company stamp and supported by a letter from the company, stating they have purchased the vehicle. Please note in the case where a company does not possess a company stamp, the company seal may replace the company stamp. In the absence of the company stamp or seal the provision of a Certificate of Good Standing, obtained from Company House, will be required. The prescribed fee for the Transfer of Ownership is £15.00 Learner’s Licence Gibraltar residents who are seventeen or over on the date of application are eligible to apply for a Learner’s Licence for the varied categories of vehicles. A Learner’s Licence is valid for a period of three months. The applicant must bring proof of age and proof of residence and must have been residing for 185 days in the last 12 months in Gibraltar, United Kingdom or Northern Ireland. The prescribed fee for the Learner’s Licence is £5.00 Driving Tests Driving tests are in two parts, theory and practical test. Tests for different categories are conducted by Driving Examiners and incur separate fees. Please note that the theory test must be successfully completed before applying for the practical test. Each category of licence requires its own theory test. An application for a practical driving test constitutes an application for a Driving Licence. Driving Licence A Driving Licence is issued once the two parts of the test have been successfully completed. Categories of vehicles for which a driving licence may be obtained: EU Categories
National Categories
International Driving Permit (IDP) An International Driving Permit allows an individual to drive vehicles in another country, outside the European Union, when accompanied by a valid driving licence. International Driving Permits translates details of a driving licence into several languages, enabling foreign authorities to interpret the driving entitlements held, their validity periods and the identity of the holder. An application for an International Driving Permit requires two passport-sized photographs together with the application form. An International Driving Permit is valid for 12 months from the date of issue and can be renewed at any time within five years of first being issued. An International Driving Permit can only be issued to applicants who: a. hold a Gibraltar driving licence covering the type of vehicle for which the IDP is required; and b. are permanently resident in Gibraltar EEC exchange A valid driving licence issued by a European Union/European Economic Area (EU/EEA) Member State is automatically accepted in all other Member States. People with EU/EEA-issued driver's licence who take up residence in Gibraltar are not required to exchange it for a Gibraltar issued licence although the holder may optionally exchange it at any time. If a traffic offence occurs and the licence is endorsed by the courts, residents of Gibraltar who are holders of an EU licence that has not been issued in Gibraltar, will be required to exchange it for a Gibraltar licence so it may be endorsed with the particulars of the offence. Applying for the exchange of your EU/EEA licence for an Gibraltar licence If you would like to or require changing your driving licence for a Gibraltar driving licence, you must complete the application form and provide the following: • Valid Gibraltar Identity Card or Permit of Residence; • Two recent passport photographs; and • If required, a medical certificate issued within the previous six months certifying that the driver is physically and mentally fit to drive The applicant must have been residing in Gibraltar, United Kingdom and Northern Ireland for 185 days in the last 12 months and provide documentary evidence of this. Dealers Licence Dealer’s licences may be issued to any motor trader who applies to the Licensing Authority in the prescribed form. The applicant must hold a trade licence that allows the owner of the Trade Licence to carry on the business of “Dealer or Repairer of Motor Vehicles” Dealers Licences expire on the 31 March each year and must be renewed prior to that date. A DLR licence plate may only be used when transferring vehicles between two points. Medical Certificates Medical Certificates are required when applying for a driving licence in the “C” and “D” and “F” to “J” categories. Holders of driving licences in these categories, which have a validity of five years, are required to submit a medical certificate to renew their entitlement to drive in these categories. Driving Licence for drivers over seventy years old Driving licence entitlement expires when a driver reaches the age of seventy. To continue to drive the entitlement will need to be renewed by submitting a medical certificate that certifies that the driver is medically fit to drive. Thereafter, drivers over 70 have to reapply for their licence every three years; a medical certificate has to be submitted on each application. There is no fee for the transaction. Obtaining your Driver CPC Professional bus and lorry drivers are legally required to hold a Driver Certificate of Professional Competence (Driver CPC) in addition to their vocational driving licence. Driver CPC training is continuing professional development which carries on throughout a professional bus, or lorry driver's career.
