As was recently announced, the recommendations of the Healthcare Review
Development Team are being accepted and implemented, and the Government has been actively
engaged in the process of recruiting a new Chief Executive with international experience
of Healthcare Management as well as a Director of Nursing Services and Patient Management
and a Director of Human Resources.
The Government is pleased to announce that it has now reached agreement
to contract the services of Dr. David McCutcheon MD as the new Chief Executive of the
Gibraltar Health Authority. He is expected to take up his appointment in October 2004.
Dr McCutcheon is currently Assistant Deputy Minister in the Ministry of
Health and Long Term Care in Toronto, Canada (a non-political appointment). The Ministry
is responsible for health services to the entire population of the Province of 12 million
people at an annual cost of $30 billion. In this job, Dr McCutcheon has operated the
Health Service Division within the allocated budget of $9.5 billion, implemented an MRI/CT
strategy for the Province and created a $150m Primary Care programme.
As the new Chief Executive of the GHA, Dr McCutcheon will have overall
responsibility for the implementation of the recommendations of the major review of the
Health Services being conducted locally by the Healthcare Development Team. Dr. McCutcheon
is well qualified and experienced to play this pivotal role in the Government's reform
programme for the health system in Gibraltar. His career has shown him capable of
providing the leadership required to implement the modernisation, reform and improvements
which are being identified by the Healthcare Review Team.
His career background as a Primary Care Physician, Hospital Chief
Executive and Government Policy Developer, has given Dr McCutcheon the knowledge and skill
necessary to do the job. His track record has also given him experience in dealing with
Governments at policy making and strategic levels.
Minister for Health, Ernest Britto, who is also the Chairman of GHA,
said, "I am delighted that Dr. David McCutcheon has accepted the post. He brings with
him an enormous wealth of experience in all aspects of healthcare and I am sure he will
move forward quickly and effectively with the Government's reform plans for healthcare in
Gibraltar".

DAVID McCUTCHEON MD MBA CHE

Dr David McCutcheon was born in Ireland and qualified as a
doctor in Dublin in 1973. He holds a Masters in Business Administration (MBA), has the
qualifications of the Canadian Hospitals Association Health Administration Programme (CHE)
and was, in 1998, the first person to receive membership of the Irish College of General
Practitioners by award.
He started his career as a founding partner of a medical clinic
in Newfoundland. David was appointed Medical Director of St. Clare's Mercy Hospital in St.
John's, Newfoundland in 1989 followed by a two year stint as Chief Executive Officer and
President of Hamilton Civic hospitals in Hamilton, Ontario from 1994 - 1996.
David returned to Ireland in 1996 as Chief Executive of the
Adelaide and Meath Hospital in Dublin.
1999 saw him back in Canada to head the Sunnybrook and Women's
College Health Sciences Centre, one of Canada's largest and pre-eminent hospitals with a
budget of $435m and 6000 employees.
David is an Assistant Professor at the University of Toronto and
has a keen interest in education, training and development.
