Location

The Head Office is situated at No 31 Town Range, and houses the administration and accounts team, senior technical officers, the Works Estimating Section, and the Head of Department.

The industrial operatives are distributed in three Depots (Town, North, and South Depot), each with their respective managerial staff.

The Wardens Section, which is directly responsible for the cleanliness and general upkeep of the housing estates, is located at Ragged Staff together with the Town Section.

The organisation is composed of the following

The Director, who is the Head of department.

36 Technical Managerial officers.

15 Administrative / Accounts officers.

230 industrial operatives.

Scope of Works

The main role of the department is the maintenance (subject to the terms of the Tenancy Agreement), and refurbishment of Government rented accommodation in the following process:

Reports of complaints from tenants are received at the Reporting Office, either by telephone, or in person.

Information regarding the nature of the report, works to be carried out and other statistical details are all documented in a centralised database system.

The report is then processed, commencing with the estimation of the works to be carried out, prioritizing and programming the works, and finally the commencement and completion of the actual works.

In addition to reports from tenants regarding maintenance works, the department has also to carry out major structural works to the housing stock.

On occasions, it has also contracted out specific projects to private firms.

The department is also responsible for the general upkeep and cleanliness of Government owned housing estates.

Finances

The department finances its operation from Government funding, as with all other government departments.

Every year, 'Draft Estimates of Expenditure and Revenue' for the financial year (April 1st to March 31st), are laid out in the House of Assembly (the legislative body empowered to pass all laws in Gibraltar).

An appropriation law is then passed by the 'House', which authorizes the 'Controlling Officer' of each 'Head of Expenditure' to spend in each Financial Year, the monies as shown in the 'Approved Estimates'.

The 'Controlling Officer' for the 'Estimates of Expenditure in this department is the Director of Buildings and Works.

The Department is not a receiver of revenue.
